ssh: handle MSG_GOBAL_REQUEST

respond to MSG_GLOBAL_REQUEST with MSG_REQUEST_FAILURE
as stated by rfc4254 when server wants a reply.

failing todo so breaks some proprietary keep-alive schemes.
