clang-format v5.0.0 vp9/ Remove trailing commas to keep multiple elements on one line. Add blank lines to prevent comments from being treated as blocks. clang-format guards for struct with a comment in the middle. Change-Id: I3bcb8313ae8aaf69179249a13b4087b1272cdbc0
