Skip certain ALTREF inter modes in ARF coding This commit enables the encoder to skip checking ALTREF inter modes in ARF coding, if the predicted motion vectors suggest that the GOLDEN_FRAME provides higher prediction accuracy than ALTREF_FRAME.
